My favorite bluegill lures are called tipping flies. Most any buggy leggy thing that can be tipped with a maggot or nightcrawler is a great lure for bluegill.
Bluegill at the dam is easy fishing, even in the off times of the month. Focus on the slackwater, but be careful of where the wind and current are pushing you. Wear you lifejacket.
Bluegill dam fishing works because the water is highly oxygenated, often cooler since it flow faster and doesn't retain as much heat as the slower moving water down stream.
Drifting for bluegill also works in this situation, although I have often caught more fishing by staying in one spot and jigging.
Tailrace bluegill means the same thing: fishing below the dam. The water immediately below the dam is called the tailrace. again be careful, and wear your life jacket.
Trolling for bluegill work well when wind and current lack sufficient force to move the boat fast enough to trigger bites form bluegill. A bluegill is a fast little beast. their tail is arrow shaped delta to help them assault bait yet maintain speed. They have the ability to chase bait down.
Give trolling for big bluegill a try, you'd be surprised at the speeds at which you can catch them.
